I'm highly curious how you're currently using shoulder length, because any tool can be properly defined if the flute and shoulder length are equal which eliminates the need for shoulder length at all.
This question has been discussed regularly with customers. They have their own tool-library with tools that have different cutting length & shoulder length.
Since the shoulder length determines how deep you can reach in depth and flute length defines the maximum cutting length it's quick to see which one you want to use for specific kind of operations.
Those customers have a whole store with tools mounted in a holder.
Now the fill in that length into the comment but that's not the way they like to work.

The problem with using the shoulder length as a value on how deep you can cut is that it will constantly throw simulation errors that the shoulder is touching the stock. (Where in the actual world the shoulder you are talking about has been ground smaller than the cutting diameter)
Therefore I generally use the body length as the total depth the tool can go. Or in special cases I use the shaft options.
So if you ask me the current shoulder value is useless in the library. Adding a shoulder Diameter would be fantastic though @cj.abraham

But still, you have to enter a comment or something to know the shoulder length of that specific mill.
You know also that every shop has his own way of working. Because this is not a big implementation I say make it available.
So @cj.abraham combine our two ideas as one to solve the simulation issue and to help customers how want to see their shoulder length into the tool-library.
Anything that would be defined by a shoulder length and a shoulder diameter would be easily be manipulated in the shaft tab. Basically there would be just flute length and body length, and anything between the top of the flute and the bottom of the holder would be controlled by the shaft tab.
But you would agree that the current way of setting up the shaft is horrible right?
I know that the tool has 26 mm cutting flute. And can cut up to 35 deep.
That means I have to add a shaft segment of 9. So it needs calculation by the user. And the sure can't see/check what depth the tool is able to go easily. Which is useful since a lot of people have a standard tool set and they might not know exactly by heart what that tool can do. (And set deeper, check simulation, set deeper again, check simulation is much harder than oh, the tool can go 35 deep.)
Besides that it's in the ISO 13399 for a reason I would say. Tool suppliers give the value to the user. Why not let them input it.
