Trouble Extruding

I want to extrude this circle that I have sketched out but the software won't allow me to select only the circle. It just selects the whole surface. Any suggestions?

Oh, now I see the lines are dashed, so they are construction lines. Of course, that doesn't make an extrudable profile.
