I have tried to solve the problem throw this article, but in vain

what i've done:
> launched the app as administrator
> launched it on safe mode
> launched it on safe mode as administrator
> removed the app and reinstalled it
> installed it on another pc on the network, and it launched and worked correctly on the other pc
> I've disconnected my pc from the network, and connected it to internet via HotSpot from my Android Phone
> I don't use antivirus, and I've turned off the windows firewall
> My PC time is correct
