Program version for macOS HIGH SIERRA 10.13.6

You can give a version of the installation file program running on macos High Sierra 10.13.6
There is no possibility to update macOS to a newer one.

Did you give a try installing Fusion 360 on macOS High Sierra?

I see other forum post says they were able to install.

These do not show how to run on High Sierra. The current Fusion said it could not run and I had to install, and then when installing, it said I cannot run it on this os. That means I have to toss a perfectly fine 27" iMac with plenty of power for Fusion? This shows that the cloud and subscription model does not work that well, and will increase the amount of waste and overuse of resources.

This way AutoDesk actually contributes to increased waste and environmental problems, by not supporting perfectly fine hardware.
