I agree. The behaviour of pull command on the t-spline has changed with june 18 update down to unusable.
What are your selection settings set to?
typically my selection filters are set to everything.
I am aiming to wrap a t-spline around a mesh body.
Just checked, even if I filter my selection to mesh bodies only it is still the same behavior.
ether way, with or without select thru.
I am pulling out my laptop, hopping to cut internet on it and make some examples, before and after update.

I traced the problem to Joints in conjunction with sculpt environment.
