So it seems like its been years, even dating back to Inventor days, that this issue has been recognised and requested to be addressed with no support from Autodesk at all, merely replies saying not many requests have been made for this. I beg to differ as a basic google search returns many comments on the same issue.
I have a colleague who suffers from Epilepsy and has not been able to participate in our Fusion 360 trials due to this absolutely rudimentary missing feature. Its really poor on behalf of Autodesk. Im sure a mention to ISO standards would bring about a change, customer feedback is not being addressed.
Required Simple fix:
right click object in outliner tree, make unselectable. Object stays visible but locked out of selection, ie NO highlighting. complex assemblies behave like a discoball!

the "selectable" function is available in this way.
