so i tried all that suggested trouble shooting stuff but all of those worked for me exept loging in to the program itself

Are you using a home or workplace network?
Have you tried running Fusion 360 as admin?
Try this please:
Delete NMachineSpecificOptions.xml from here:
%appdata%\Autodesk\Neutron Platform\Options
Then try to start Fusion again.
