I would like to combine the two circles and rectangle in the below screenshot into a single piece and then use the offset tool to make a new shape 6 mm smaller than the first. Then I want to extrude the 6 mm thick shape inbetween. Is that possible?

lots of ways to skin this cat.
First, just offset the two circles and create another tangent line between the offsets:
you can still extrude the area you want by just selecting it:
second, you can trim away the curves you don't want:
and then offset the trimmed result:
but, there is no real need to do this in the sketch. You can just extrude what you have:
and use Shell, removing the top and bottom faces to get the same result:
