How to open a topographical map (DGN, TXT, or DXF file format in Fusion?

I had a gentleman do a topo survey of our property. He gave me all of the source files, but everything I open appears t be a flat 2D file. I have lots of different versions, but I can't figure out to open it or convert it to a step file or something I can look at. Any ideas about how I might do that?

BTW, I tried to upload the DXF and the DGN file, but the forum stripped it out... 🙄

Probably not Fusion.  Most dxf files are compatible, usable, you say not.

Some extensive manipulation of the txt file, to usable data, it could be used to import as CSV file of a point cloud.

Add the DXF to a zip file and attach, don't think Fusion can read the DGN file. When you imported the DXF did you use insert DXF or upload to the cloud using the data panel? Data panel upload should read 3d DXF files.
