I created a "custom drawing template" by starting with the ANSI std and editing it. In my custom template's title block, the "text boxes" (F360 may call these "attribute") cannot expand for longer text, the text is simply compressed to justify within a small area. How can I change this?
It is hard to tell without seeing your title block. Could you please attach it? If you do not know how to attach your Fusion 360 model follow these easy steps. Open the model in Fusion 360, select the File menu, then Export and save as a F3D or F3Z file to your hard drive. Then use the Attachments section, of a forum post, to attach it.

Thanks for looking at this, while I have not "solved this, I have worked around the issue. by creating a new drawing template from the standard ISO.
What is different this time is that the "text box" I chose to copy was a "larger" one. By text box I mean the text that is blue when editing the title block. When I start the editing process using the F360 provided ISO template, these blue boxes over lap each other, this time I got lucky and chose one that had the width set wider than one intended for dates or shorter entries
I'm guessing that somewhere the properties of these exist, but I can't find it. Presumably it is hidden from users.
I've attached a screen shot of the improved custom template, and also a screenshot of what it looks like as the editing starts with blue boxes. The ones with carets seem like they extract file data automatically, again there appears to be much that is not editable.
This is my best result to date:
