Complex dependable joints

Hi ladies and gents,

I am facing some trouble in creating rotational joints that depend on other geometry. The image shows a scara robot and I want create a joint in the cable tube as marked. The robot arms rotate as well and will not be restricted by that. How do you make the black tube maybe flexible but still make rotate around that joint? 

Not sure if that makes sense.

The black pipe has to be flexible, and done with a Pipe or Sweep?

The Path in the Component will rotate on the fixed end, and cannot be fully defined.

Construction line to depict top of black pipe, slide the blue circle makes that line grow / shrink.
