It's either a permissions error or remnants of past install attempt;
To fix this:
1. Perform a clean uninstall using the Fusion 360 Cleaner - details can be found here: https://knowledge.autodesk.com/support/fusion-360/troubleshooting/caas/sfdcarticles/sfdcarticles/How-to-do-an-automatic-Clean-Uninstall-for-Autodesk-Fusion-360.html
2. Next, clear the temp folder - it's accessible by typing %TEMP% in the windows start bar
Once the file explorer window has loaded clear out all the files except the ones Window's flags as in use which can be skipped.
3. Next, temporarily disable your Anti Virus,
4. Finally, Download the installer and run it as admin, (Right Click -> Run as Administrator)
To add to what @leowarren34 has said, I would make sure you are logged into your Windows operating system as an administrator account to avoid all permissions issues. If this is not a Windows operating system, then an account that is equivalent to an administrator account. He did say to run the installation program as an administrator but this may not be enough, depending on your user rights.
