The spline, in your example has three components that must be constrained to make the spline sketch fully constrained. You dimensioned the one control point and the two end points were contained by the endpoints of the two constrained lines. I think you are forgetting the two handles, at the ends, must be constrained also to make the spline fully constrained. Screencast attached.

What the spline does is that it turns black indicating that it is fully constrained
As you've correctly observed and as I intentionally have omitted, the spline handles rotation would have to be constrained one way or another to fully define the spline. Then is should turn black,

I flagged this one to look at and totally spaced it. I did test this and sure enough its falsely constrained.
