Want 3rd Angle view, keep getting 1st Angle views
Your video did not make it to your post. Also please attach your Fusion 360 model so the forum users can try it from themselves. If you do not know how to attach your Fusion 360 follow these easy steps. Open the model in Fusion 360, select the File menu, then Export and save to your hard drive. Then use the Attachments section of a forum post to attach it.

It still is not attached. I would suggest you just attach the URL address if you cannot get it to attach. Please attach your model also, that will help a lot to answer your question.

Full instructions:
On the Screencast application click on the three dots and select Manage Screencasts.
When the web page opens, log into your Autodesk Account and you will see a list of all your Screencast. Select the three dots at the end of the one you want.
The from the context menu, select Copy URL and paste that into your forum post as a link.

That "Pending" means nothing to you, that is for Autodesk. Just follow the process and it will be fine.

I set the same Preferences you have and created a drawing. I get the correct results. We need your model! How do you expect us to know what the third angle of your model is if we do not have it? We cannot tell from your Screencast.

Below is the classic illustration that you will find on most title blocks to distinguish if the drawing is First or Third angle projection. I have created your model as a ASME third angle projection using the same settings you have in Preferences using a Screencast.

You can override the view type, as you have set in your Preferences, and I have proved that you can and are getting Third Angle Projection views in your drawing and use metric dimensions. You originally asked for third angle views and I proved you are getting them in my Screencast. If you still say the views I created in my Screencast are not Third Angle projections, then you need to go back and study up on what the two types of projections are. By the way, you do not have to change your Preferences to get Metric dimensions in a ASME third angle projection drawing, you can do it when creating the drawing, just change the Standard to ASME. This is a one shot not permanent like it is from the Preferences. By the way, you can created Auxiliary Views in Fusion 360 drawings, it is not on the tool bar, but you can do it.

Yes, you can set up an ISO template that uses 3rd angle projection. We don't currently support changing a drawing from 1st to 3rd angle projection.
You need to create a new Template that uses both ISO and has 3rd angle projection. In this quick silent video, I show the steps. The first part is to set your document settings up to use ISO and 3rd angle, then create a new drawing, save this file. Now make edits to the title block as needed (not shown in the video for the sake of brevity). Next, save this drawing as an F2T, this will now be available as a template.
