Title Block Scaling

I have created a title block on my primary drawing template.  However after completing the details and I look at the title block and the drawing I realize that my information block is way too big.  So I need to simply scale the title block down a bit, however the Scale selection is not available when I am editing the title block.  Other modifications are there but no scale.  Any suggestions?

Hi,

If you used the variant "from scratch", this can be explained. The lengths are in the range of 10^19.
It is better to edit an existing title block.
