Thin extrude results not same as preview, unable to get desired result

This may be a duplicate of https://forums.autodesk.com/t5/fusion-360-support/thin-extrude-strange-behavior/m-p/10222585 but seems a little different so I'm posting separately.
I have a profile which I would like to create a raised border around. The appropriate tool for this, aside from creating a second sketch profile to mimic an outline, appears to be Thin Extrude. When using the Thin Extrude tool I am able to get the result I am after in the preview, but upon clicking OK, the result changes and includes another face, ruining the effect.
This only applies when 'Side 1' is selected. If 'Side 2' is selected, the preview and final result DO match, but the result is the opposite of what I am after (the cutout is filled in). It actually appears that when 'Side 1' is selected, it previews for Side 1, but both Side 1 and Side 2 are applied, which would certainly be a bug considering that Side 2 by itself works fine.
The setup is a model where I've attached an imported SVG sketch to a flat plane:
Selecting the profile around the cutout creates exactly the effect I am looking for:
But after clicking OK, the result changes. The raised border above stays, but a second one is added inside the cutout:
The linked thread suggests that Thin Extrude wants you to select lines rather than profiles; this doesn't seem to be possible. Lines do not become available to select with this tool at any point. I presented this issue on the Fusion360 Discord but the only answer I got was "that ain't right".
