Switching drawing configuration still removes suppressions

I have encountered an issue with configured drawings, where switching the configuration of a view set in a drawing removes all the suppressions. I followed along this thread where someone encountered the same issue I am now facing, but this thread ends with the announcement of a fix scheduled to be rolled out in July last year. 

I also followed this thread which suggests the issue is ongoing.

When I tried to create a model and drawing which replicates the issue for sharing here, I found that the behaviour is inconsistent. I changed the configurations for both view sets on page 2, but one kept the existing suppressions, and the other reset them to show all parts.

Given the inconsistent behaviour, I suspect this may be a bug. In any case, it effectively defeats the purpose of configurations for me. Any help or insight into the issue would be greatly appreciated.

Addendum: I have encountered further inconsistencies in the behaviour of configured drawings. Changing to some configurations is painless, as it does not unsuppress hidden components or redefine dimensions, but others include all components, change dimensions, and wreck the drawing. The wild inconsistency of the problem makes it look more and more like a bug.
