Sketch Move Unexpected Behavior

I've noticed that when selecting a sketch element and using the Move command, the "Move/Copy" dialog box alternates between appearing collapsed and expanded every other time the command is used. This seems like a strange behavior/bug. 

 

Additionally, the direction of the moves are not related to the model axis but relative to the current view (X=left/right, Y=Up/Down,  Z=In/Out). Is there a way to change this or a reason the moves are not in the part xyz coordinates?

Thanks for the report of the move dialog.

 

To answer your question about move coordinates within sketch:

 

Move uses it's own coordinate system. The axis are labeled XYZ and match the manipulator, not the model origin.

 

Consider a case where the sketch does not lie on a face that aligns in any way with the origin. All 3 axis are randomly pointing in space compared to the origin. How would Move determine which axis is which? Or if Move lined up with the origin, how could you move the sketch objects and also remain on the sketch plane?

If you must use the origin as a reference, just use Set Pivot and place it on the origin.
