Remove or reassign "Design Shortcuts" hotkey?

Can somebody direct me on how to reassign "Design Shortcuts" to something other than the  "S" key.  Or unassign it completely.  I use a 3rd party software to manage shortcuts and the S key is really getting in the way.  Thanks>

There is no way at this time to disable the S key behavior. It was added for users of other popular software that has a similar function.

Do you mind if I ask the name of that 3rd party app?
