Placement of a copied component based on a configuration parameter

I would like to place a copied component based on a configuration parameter. Is there a way to:

1. Use a configuration parameter in a copy/move
2. Attach a copied component to an offset plane (which I know can be set by a configuration parameter

Ok. I get it. Joint is what I should be using w/offset for the snap points and offsets which are configuration parameters, I think.
