Sounds like analysis paralysis to me. Why would you want to greet a new user with 6+ options and no explanation to the incentives of choosing one tile / design mode over the others? If a user is truly new to Fusion, they don't know what they don't know. Odds are, they downloaded Fusion because they already know that it sports features they are looking for and may already know how to access those features.

Another easy fix. Re-enable the popup after every update to ensure no one misses a new feature or mode that we simply can't live without.

Okay. So instead of making your entire user base happy, you are deciding to upset a rather large fraction of it over a trivial change. A great many of your users already know exactly how they want to use Fusion. Give us the ability to make it so, without interruption.

Look, I get that I can use this shortcut to bypass the window. Call me picky, but I want to use the "+" tab to open new projects, not a key combo. This also does not save me from having to click through it when I start Fusion.

Please find a less obtrusive option for providing a common access point to an experience a user does not typically use. Even for someone working in a team or creating an assembly, it's hard for me to see how this couldn't annoy them as well. Again, most people know how they want to use Fusion. Make this a button in the toolbar somewhere, or like suggested by @mrm1018 make this reachable by going to file > new. This should be an access point for less used design modes, not a popup asking "Are you really really sure you wanna do what you usually do 99% of the time?".

The home screen is far too slow to serve as a solution to any of this. Like others, I also chose to disable the homescreen, not just because I found it slow, but because without it I still used to be greeted by everything I wanted at startup. Existing projects? At the left of the screen. Scratch workspace? Right in front of me.
In summary:
I think we understand your desire to make sure you cater to all your users equally, regardless of their desired workflow or mode of usage. Or we'd like to, except that you are telling a huge portion of your userbase that giving us what we want is trivial, but you just won't do it. You want to help users find a way to work that is most effective to them. Well, a lot of us know how we want to work with Fusion, so stop asking us and just let us use it.
Thanks for hearing us out, but please do more than just hear us out if there is literally a win/win situation at hand that is trivial to implement.
