Parameters button missing from toolbar

I have a parametric vice with some simple parameters (Shown below in first image).

When I insert the vice into my machine, (Second Image) there is no parameters button on the toolbar. 

I break the link from on the vice from the original, and still no parameter control to change my values. 

 

Does anyone have any idea what's going on? How can I edit the parameters once inserted into another assembly?

 

I've seen this done on Youtube exactly as I did, and there's a parameter button after inserting the vice on that machine.

Parameters, from an External file, will only be available in the assembly the files is placed if you either Break the Link or use a different method of placing the file.  The video will show this.  By the way, the Parameters icon on the tool bar can be removed by accident.  Look for it under the Modify menu.  You can place it back if needed.
