Non Commercial vs Student vs Startup?

I am no way an expert with fusion but was granted a start up license last year but I guess some thing have changed now I only have a non commercial license. I mainly use fusion for 3d print but occasionally I would need a dxf file sent to be cut but lately my saved files have not been 1/1 scale. I am going to assume it is because my startup license is expired. Would this be the fact? Any help would be appreciated. Thanks

That would not have anything to do with your license type. All versions have full file export. Non commercial has restricted file import

so as it look Non Commercial will support a DXF. file so I drew a simple 2 circle drawing 1" and 1.5" overlap it and exported to desktop and upload it to see if It can be commercially cut on oshcut.com laser cut and it open the drawing as a completely different size about 2.5/1 .. Am I doing something wrong on my end?

Attach *.f3d and resulting *.dxf files here for diagnosis.

So the size difference is say 2.54:1? Maybe inches to centimeters difference?
