I can no longer copy a component to another project?

I know that I used to use this feature regularly and now I can not figure out how to use a component from one project in a new project. It will only let me "Save AS" or "Copy" to the same project folder. What changed or what am I doing wrong?

This is what I see when I try to copy between Projects.  When you right click on a file in the Data Panel and chose Copy, what do you see?  I switched to my Fusion 360 Personal License for this screen capture just to make sure the license did not make a difference.

I have figured out that it is only a few components that I can not copy to a new or different project. The weird part is that I can copy just about every other component in that same project to a new or different project. Any idea on what could cause this?
