You cannot create a sketch on a cylindrical face. You can only create a sketch on a planar face. What are you trying to do here?

I took a guess at your answer because your attached screencast is not a screencast at all. I believe you want to create a Tangent Plane to sketch on on the circular ring side. The screencast will show you how to create a sketch plane at any angle you desire. If this is incorrect, please post a valid screencast showing what you truly need.

From your screencast, you are indeed trying to place a sketch on the outside curved surface which is impossible. My answer, given in the above screencast, is one of your answers. You can also make a plane at an angle to one of the origin planes in the center and then sketch on it. You can then project your feature to the ring. My first method is much more direct.

If your goal is to place text or graphic elements on the ring, maybe the sheet metal tool is your friend.

Here's a screencast using a sheet metal part. I made the screencast for someone else and the text is on the top face but it work the same drawing on one of the side faces.
