Fusion will not install

I had Fusion on my machine for some time. I just upgraded with a new machine. I wanted to reinstall fusion. I'm using the personal use version. I have designed simple items and printed them on a 3D printer. I wanted to do so again. I cannot get the latest version to install correctly on my Windows 11 machiine. A brand new machine I just got up and running. Fusion says it's installed but there is no program or app installed. I have a blank icon on my desktop that does nothing. When I try to reinstall it, it says it's already installed, do you want to run it? I say yes and I get this message.

Please re-install the application, and contact support if this
does not resolve the problem.
