Extremely slow + hang when adding feature control frames to drawings

I have zero other significant performance issues when modeling or drawing, but this one decreases my productivity by at least 70%. When adding feature control frames to parts of a drawing, after the first 3 or 4, the program will slow to a crawl. I typically have to wait 60+ seconds after selecting the feature I want to add the control frame to until it actually shows up on screen.

Additionally, when editing the text in "Top Note" field within the feature control frame, there is an insane amount of lag/missed characters/and bugs. 

Has anyone else experienced this and does anyone have a solution??? It's driving me stark-raving mad.

Is it related to a specific drawing file or a general issue for you? I just tested on my machine and it seems not reproduce the performance issue on my side.

Is it a common issue in your OS, or happens on specific dataset ? If it is a common issue in all files, please share the information about the OS you work on. If it only happens on specific dataset, please share the dataset with us. Thanks

BTW, if there is any pending update in your machine, please update to the latest, such as driver of graphics card and OS update.
