Took a look at your design and after a bit of poking around found the problem is one of your construction lines is not coincident with the others and that's' the one you've constrained with dimensions for position. With the other dimensions and constraints the sketch is confusing the solver. Screencast shows the problem, can only fix by deleting the outer circle and position dimensions.
Best practice for sketching in a solid modeling program is keep the sketch as simple as possible, this sketch is already slow and getting pauses when you try and add dimensions. You would be far better off not filleting the triangular pockets in the sketch. I would only draw one of the triangular pockets in the sketch, extrude the part then fillet the solid and pattern the others using the solid pattern feature. You will get far better performance like this and a simple sketch is going to be easier to edit and maintain.
