I have inserted a .svg file.  I want to use parameterized dimensions, but when i use the dimension tool, the number is not editable.  I started with this design (https://www.ameede.com/fruitbowl-tentacles/)

and converted to .svg in inkscape.  

kinda new at this.

You can’t add driving dimensions to purple or green lines.

Svg import as fixed line articles (green), you will have to Unfix them with the Padlock Constraint.

Edit Sketch, Window select the Svg articles, click on the Padlock icon in Constraints, will convert them to blue lines, and the nightmare begins.
