I have a contact set between to components, but it only seems to work in one direction. Please see the screen cast for details.

I had to create a simple assembly to demonstrate on since you did not supply your model.  The Forum users need your model to answer your question because my assembly may be constructed differently than yours and as you can see, mine works just fine.  To attach your model, open it in Fusion 360, go the the File menu, select Export and save to your hard drive.  Then choose the Attachments section, in a reply post, and attach your file.  Depending on your type of assembly the file may have an extension of F3D pr F3Z.

You have a lot going on in this assembly and you are trying to depend motion on Fusion 360 Contact Sets, which are very weak to start with.  To get this to work, you have to get related Revolve joints working from different components than you had.   Take a look at your Joints list and notice the one I suppress and the one marked "Added Revolve" to replace it.  The joint is taken from the Valve Stem with an offset.  I am sure other components would work but this is just the first that worked from me.  Model is attached.
