Construct Axis Perpendicular to Face at Point does not allow Plane Selections

When I select this command, it auto-shows the Origin (which is what I intended) so that I can select the XY plane as my plane to be perpendicular to, but it is not possible to select any of the Origin planes.  So, I created a work plane in the same place - identical result.  I can select the point I want without any issue, and I can select a model face without issue, but it will not allow selection of a plane.  File attached.

 

Selection filters are all active, I think this might be a bug.

EDIT TO ADD: Yes, I know there are other ways to do this and have moved on from it, but I think the feature might be broken hence this post.

I think the key word here is "Face".  A Construction Plane of any type is not a face.  Would be a nice feature but I do not think the command is broken.

Two problems with that John:

 

1) Starting the command brings the Origin planes/axes into view which is a strong and typical indicator they're likely to be used in the command, and

2) The tool help explicitly says "surface or plane" - see pic.

It also doesn't really make any sense (to me anyway) that it would have to be a body face rather than a plane - it needs a 2D reference.  So, if the command is working as expected (I don't think it is), then the initiation behavior and tooltip should be updated.

This is just an area of the original plane implementation that was never completed.  It is a valid request, and is already somewhere in the backlog for improvements.  Surprisingly, very few people seem to have requested this completion item, which is why it has never bubbled to the top of the lit yet.
