Can't increase sketch dimension, only decrease

I have this weird issue where I can only decrease the width of my sketch. It work fine until I changed the line on the bottom to go around the circle. I've attached the f3d file. I really don't know where to start looking.

I started from scratch and modeled slightly different.

Was working fine most of the way - I was confident it was going to work and stopped checking.

But when I finished - it failed.  @jeff_strater 

Now I wish that I had checked at each and every step.
