Arc Line is Underconstrained

I can't understand how the bottom arc line is underconstrained. I am unable to move it and adding any other dimension throws the over constrained error. Why is the arc line still blue???

It’s apparently fully constrained.  Sketch engine is having a bad day.

Seems like it. I resketched in a new documents and its constrained now. See attached file.
