Why does my toolpath have this cut before proceeding with the chamfer?

I'm sure this is a simple thing I'm just not understanding, but I'm stumped!  My first toolpath is just a chamfer around the edge of my workpiece.  For some reason when I run the simulation, the tool plunges down INSIDE the edge (leaving a nasty gouge), and then travels where it's supposed to start before proceeding.  Any ideas?  I have attached the project file below, as well as a screenshot of the gouge I'm talking about.

I don't know how I achieved this, but it looks like the original chamfer operation was "inside out".  I'm not sure how I got it that way, but I deleted the toolpath and created another one which works fine.  I notice that this new one travels around the workpiece in the opposite direction, and what used to be a weird "gouge" now is a vertical plunge NEAR the workpiece, then plunging into it from the side (as expected).  So the issue is fixed for me.  Rather than delete this question I'm leaving it here in case anyone else has a similar issue.
