Slot: Is there a way to force the tool to enter the same place every stepdown when multiple depths are specified?

So I have this slot:

Bunch of stepdowns. Right now the tool rapids down in Z away from any stock, starts cutting, and then plunges into stock in order to mill the next stepdown:

 

So it plunges down here without hitting any stock which is good:

And plunges down here into stock in order to return to the starting position which usually breaks one of my tools:

Is it possible to get the tool to retract after every stepdown and then plunge to the next depth at the original starting position so it doesn't plunge into stock?

 

Looks like selecting a preferred lead in or pre drill position has no effect.

No, there is not. A 2D Contour would be a better toolpath:
