Is there any way to share a tool library or have the library be saved in the cloud? When I go from one machine to another, I want the tool library to stay in sync, like my drawings do. I am working around this by importing/exporting the tool library.

Yes, indeed, you can turn on the support for "Cloud Libraries" in Preferences.
Once you do this, you will have the ability to have your libraries propagated to your other (same platform) machines.

This feature appears to be quite buggy. I created a shared tool library and I can see it on 3 machines. Then before you know it, it is gone on one/more machines making it useless.

Thanks for letting us know. We are looking into potential stability issues in the connection mechanism to A360 Drive.
This could cause this kind of behavior.
You can verify whether the files themselves are in place in A360 Drive via the A360 web site. I suspect they are, and that the connection / synch to the local machine is what is getting in the way.
I assume that all of your machines are connecting with the same Autodesk ID?
