who decided this crazy value as a starting point? Atleast set it to something like .005" that wouldn't just entirely implode everyone's machine

Yep. I'm not sure why that value was chosen, but there is a ticket open to improve on this: CAM-56697

1mm/Rev, That's a good starting point. Probably turn it up a bit depending on the fixturing and material.
