Fail to create tool library or machine in cloud

In the company we have 12 computer, each one have an account

I shared a folder too all accounts, every one can access now the project in that folder.

Now, they default, are always connected in that folder. But when they try to create a tool library or create a machine in the cloud, they  can't 

It's always getting message of fail.

I set administrator in each account connected to that folder. What can I do?

Can you share a video of what they are doing and seeing? It would be nice to get diagnostic logs from one of the users who is seeing this.

for example, im administrator, i  create a folder and share with all team member. 

in the other computers after accepting, in appears at top left screen, an option to select my computer.

they enter and see the folder i have created and all my projects....

when they try to create a tool in the cloud, it fails, it just dont allow to create a new library in cloud.

only local.

at home, i have tested using 2 accounts, my own, and a free version. i created a folder and new library in the cloud, then , i try with other account(my personal one),  enter, and going to the cloud, and the library or folder is there? 

if we are 12 members, all connnected to that folder, can i create a tool library in the administrator of that folder even if im not the original administrator?

Yes, you should be able to do that. It would be really helpful to have diagnostic logs from one person who should be able to do this, but cannot. Without that, we are only guessing as to what may be going wrong.
