Machining extension user vs non machining extension user

If I have paid for the machining extension to make a part, can a shared file be opened and modified by someone who does not have the machining extension purchased?

Opened, yes. Modified, no, in so far as the Extension specific toolpath is concerned. Everything else in the file can be modified. However, if you were to change the model and that would push the Ext. toolpath into an invalid state, regeneration would not be possible
