Floating Layer of stock during Face operation

I am just starting to learn the CAM on fusion so bear with me here 

I was doing my first milling on this part and there's some features not accessible on the bottom so I had to make 2 different setups alright? 

now in setup 2 when I choose it's mode to be preceding from previous setup and making the face operation there's a floating layer of stock in the simulation window that causes holder collisions I tried adjusting heights of the face operation with no luck 

Can someone please point me at what I am missing ?
Really appreciated

The length of your tool flute is to short

give it depth cuts:

and the material disappears
