2D pocket continues to set z to 19.65

I have a manufacturing progeam to run a 2D pocket.

My stock is 19.05 in height and 82mm by 82mm.

I tried every possible combination of stock height, stock origin in z axis, stock bottom, stock offset, selected point and whatever other option there is.

I even set the model itself to only 10mm. No matter what I try, it always generates g code which is trash and goes to 19,65. as if some idiot hard coded that number in Fusion.

I even created a brand new model, totally different, different height and all, again z is set to cut at 19.65.
