Why does Fusion 360 use the MastercamX tool library format for its own tool libraries?

Fusions does not use mastercam tool libraries. It uses the same extension, which on your machine is associated with mastercam tool libraries.

First I am hearing of this, especially considering that addon is over a year and a half old. Why not just include this natively?

It's interesting that it detected Mastercam as the native tool database on this machine. The only thing related to Mastercam on this machine is the Home Learning Edition (of Mastercam).

If your home learning edition has an example library of Mastercam tools, whatever the file extension is for them (.json, .tools, etc.) is already associated with them in the Windows explorer shell that says use X program to open Y extension.

The first conversion is Mastercam then Kennametal Novo it is just the first on the list no conspiracy there.
