The .f3d file you provided does not have an active setup or any toolpaths. Not sure what I'm looking at or what steps would be needed to reproduce what you are seeing. Anything more current?

It is just a simple turning profile of a "tophat" shape with sharp corners, no curves

GOT IT! this is tool tip cutter radius compensation, I switched to a HSS cutter with a sharp square tip (cutting plastics) so then the tool path translated to the part....
