Is there a way to remove tools that are no longer used in any operation from the tool manager library of the current part?  As I refine my cam operations I often end up with unused tools cluttering up my tool list

I usually just keep a list of what's currently in the machine. If you're using a cloud library, you can keep as many as you'd like around and move them from list to list.

You can right click on the tool and delete

If you are using the regular (old) library (not the one in preview), there is a right-click option to "Remove Unused Tools":
