Tool Libraries

Hi. I am a new user and want to prepare a milling setup. One of the selections is the Tool. When i click to select a tool nothing happens. Anything I need to do differently?

Does to tool library load? 
Be careful if you have 2 screens it can sometimes appear on the second screen.
