As per the attachment im trying to make a 2 step hole for recessed screws. Everything i have tried fails.

Note that the larger hole is 6mm and the smaller is 3.2mm. Bit size is 3.175

You aren't being entirely clear as to what it is you tried and what has failed. Regardless, I made up a small sample piece that you could look at. File is attached.  To open the file, go to Fusion and click New Design from File

Option 1 that I established is how I would do it. .312 Spot, .125" drill and .125 endmill using the Bore cycle to bring the counterbore to size (you could also use a 6mm endmill and plunge it out)\

Option 2 and 3 I really don't recommend, but are useable if you have to. The hole size versus endmill size is very close that you are effectively plunging if you bring it into the 3.2mm hole. Most endmills don't have the chip clearance for that to work very well in most materials and you will likely end up with a tool breakage.

The difference between a .125" drilled hole and a 3.2mm print feature is so small I promise you won't notice the difference.

very much appreciated. I was not sure if there was something not woking correctly. What you did in option 1 is what i expected to do, but form some reason when i click the face it will select from top to bottom of the workpiece and not only unto the next face. The reason i suspect is not working is because i did not use the HOLE command and did the counterbore manually. Could that be it? i just did  it using the command and it worked .Im attaching my file

I see what you did. Yeah, the reason it was selecting from top to bottom was because of how you made the holes. To work with that, what you can do: In your Heights tab, for Bottom, select "Selection" and select the face
