patterned toolpath within a setup using multiple WCS offsets

I have a CAM setup that I need to post to multiple WCS offsets, within the setup I have a couple of toolpaths that are patterned. when I look at the NC program the order of operations is totally messed up , specifically with how it orders the patterned toolpath. I select "order by tool" when i select "use multiple WCS offsets" in the setup. this seems to make it exactly how I would like with tools that are not patterned. but no matter what I select on the patterned operation order it puts the order in the most non-efficient way possible. basically calls the tools up multiple times working on one WCS at a time... anyone know a way around this? very frustrating to say the least... I cannot share the file unfortunately

 

in the attached images you can see I show how it posts unpatterned toolpath just fine. only calling up the tool once to work each operation on G54, then each operation on G55 and so on... 

 

in the other image you can see how the patterned toolpath is undesired. calling up the tool once to work on only g54, then calling it up again later in the program to work on only g55 and so on...
