how to control cutting order

When creating a 2d profile for cnc cutting, I can't control which order it decides to cut; Like tutorials have mentioned, I select outside edges first while correcting direction of cut and then inside...most work but some don't. Ive even tried the "preserve order" with no change. Any one have the same issue?

I found two pieces that I had to trim and after this it simulated the cut in the proper order. I have not looked further into the “preserve order” though.
