Same exact settings. Literally copy/pasted the toolpath but changed the type from blend to scallop. Same max stepover values of .04". But here's what the toolpath looks like when it's set to blend:

That's expected behavior especially for surface selections like that.

 

Blend will not exceed the max stepover while staying between the Guide curves, which means it has to make very small stepovers in some areas, that is a particularly extreme example because choosing blend isn't the best for that type of geometry.
