Flat Toolpath- radial negative stock to leave doesn't work

As the title says.   I can't get radial negative stock to leave to work with the Flat TP. Axial seem to work OK .  Seems like a bug, unless there is some other setting that prevents this.  bleow is a mock-up

It works fine for me.

Because I cannot see all your toolpath settings, I'm going to take a guess that you have a boundary selected and that is preventing the toolpath from going outside the boundary 

You would need to give it an additional offset to allow the negative stock to leave to work

Huh, I guess I've never used neg stock to leave in a 3d toolpath.   I was under the impression that neg stock to leave would override that,  but I guess the tool boundary trumps that.   Thanks @a.laasW8M6T for  the help
